As pointed out you have the Arena car park which will be a nightmare to get out of plus quite costly. I would suggest either parking on Walker's Croft which is right outside of the MEN. The force concerned (Lancashire) have referred the case of the response to the IPCC. From what I read of the news article the response was not in relation to the stabbing, but in relation to the fathers earlier call that his son was being bullied in the park by a gang of youths. He made this call prior to attending there himself. An earlier response may have prevented his death. It all depends on what was said during the initial call, how the call was graded (bearing in mind that it was not known at that time that anyone had a knife) and what other incidents were active at the time. I can't answer for many or most, only myself. Yes I would be afraid. But I would also be afraid if it was a 14 year old white girl approaching me while I was alone in a park at night, wondering what I was getting set up for. After all, I am alone in a park at night. Would I be more cautious because it was a Black male? Yes. Also if it were a Hispanic male. The stereo type exists of black males being more disposed towards violence and criminal activity. It is a stereotype that has a basis in fact as anyone who lives in a poor urban black community can attest. It is not a symptom of race, but one of poverty and lack of opportunity. Almost all poor communities, regardless of racial makeup, has a higher incidence of violence and crime. And, unfortunately, it is a fact that black communities are disproportionally poor compared to other races. I have a multiracial family, two brothers who are black (that is their own definition), and yes they feel a sense of being judged as being prone towards violence based solely on their race. They have joked about knowing that if they were to approach an elderly white woman, even to offer or ask for assistance, that they'd most likely have their motives judged or misinterpreted as being criminal in nature. I can't answer about Britain compared to the U.S.

The entrance booths are not open 24/7 but there are no gates to lock. If you plan on arriving after hours, just plan ahead and either print the map out from the Joshua Tree website or see if they will send you an information packet through the mail. That will generally contain a park map and newspaper and maybe a few pamphlets. If you are staying in the park overnight, you will likely pay the entrance fee when you leave unless you leave before the booths are manned. If you are camping in one of the campsites, there should be a drop box for the fees at the campgrounds or there will be a campground host who can assist you. If you plan on camping in the backcountry, there are forms at the boards. Fill one out and you're off.
